This particular option can be found by logging into your site's admin area and going to:

Providing ‘call to action’ buttons at the end of your posts is a great way to give viewers of your blog quick and easy access to a variety of different actions, helping turn casual blog viewers into subscribers and clients. These actions include things like: scrolling back to the top of your blog, contacting you via email, visiting your facebook or portfolio page, following you on twitter, and more.
To use this feature, enable the “Call to action” feature, and all of the options will be shown.
